2018 Freedom Of Information Compliance Ranking

In the course of our activities, the Public and Private Development Centre (PPDC) has relied on the Freedom of Information Act (FOIA), 2011 to request for public expenditure information from several public institutions. This has led us to develop and release an annual compliance ranking survey across public institutions using the provisions of the FOI Act.

These rankings which commenced in 2013, assesses the level of compliance of public institutions with the benchmark of citizens access to public expenditure information contained in the Freedom of Information Act(FOIA), 2011. This year’s FOI launch coming up on the 28th September 2018 (International Right to Know Day) will unveil over 200 public institutions, security sector inclusive and their responsiveness and compliance to the provisions of the Act.

The Public and Private Development Centre is a citizen sector organisation that seeks to promote increased citizens participation in governance in a way that supports improved integrity in public sector governance especially related to procurement governance and performance. We were responsible for the inclusion of clauses within the Public Procurement Act 2007 that required citizen’s participation in procurement processes and over the years, we have trained and mobilized various groups and individuals to observe and report on the Public Procurement process.

PPDC is a member of the Open Data Working Group (Nigeria) set up by the Ministry of Communication Technology that seeks to increase the utility of data held by public institutions. PPDC successfully advocated for the adoption of the Open Contracting Data Standards (OCDS) by the Nigerian government; implementation of which is now being led by the Bureau of Public Procurement (BPP).
